Charles Allan Winter was an accomplished and versatile artist, academically trained in Paris and Rome. He settled in New York in 1901 and began his professional career there as an illustrator and painter in the Impressionist style. In addition to portraits like this one, which the artist referred to as being imaginative, allegorical and fantastic, he also painted murals which can be seen at the Gloucester City Hall.
